Paid tools (x402)
A small set of compiled outputs are paid, settled with USDC on Base via x402. Everything else (coverage, source cards, flood, tax, environmental, nearby, districts) is free.

Rules of the money path
- Coverage before charge. Unsupported or discovery-only places return a free diagnostic, not a payment challenge.
- Nothing is charged silently. The price, network (Base), and recipient are shown in the challenge before payment; the result returns only after settlement succeeds.
- Hash-bound metadata. Payment metadata binds to the tool and a canonical hash of the arguments — never the raw address.

Paying for these from the web app (without an agent) is a planned capability and is not yet live. The current way to pay is agent-to-agent via x402.
